Grid pricing glitch may have played role in Texas electricity shortage

Unusually low wholesale electricity prices on Feb. 15 — after the forced outages first began — were "sending a signal to the generators that they weren't needed" to produce power, said DeAnn Walker, chair of the state's Public Utility Commission.
